The Washington County Planning Commission and HBA staff coordinate to delay telecom facilities in the right of way.
The Washington County Board of Commissioners adopted Ordinance No. 826 which amends the Community Development Code (CDC) related to telecommunication facilities. The amendments streamline the submittal requirements and review process, restructure the special use section for clarity and update the CDC to comply with federal requirements for telecommunication facilities. The Commission heard testimony from HBA staff and decided to delay implementation with a portion of the ordinance that would allow for telecom facilities in the public right of way (ROW), such as cell phone towers, as there are currently ongoing problems with moving other utility facilities in the ROW that need to be addressed. The planning committee, as well as HBA staff recommended taking that portion out of the ordinance and creating a work group to better address issues of private utilities and the public ROW.
The Board also adopted Ordinance No. 827 which amends the CDC related to parking and loading standards. The amendments adjust minimum off-street parking requirements, establish parking standards for regulated affordable housing, expand eligibility for reducing minimum parking ratios, update parking lot design standards, and add standards for electric vehicle charging spaces and motorcycle parking. Both take effect November 24, 2017.
