The Transportation System Development Charge (TSDC) proposed by the Portland Bureau of Transportation earlier this year was originally scheduled to go in front of Council in July, but the hearing was pushed back until September 13.
The proposal identifies 165 projects for TSDC funding totaling $589 million in eligible costs. The city’s proposed TSDC rate schedule is based on 50% of the eligible projects costs, $5,141 for SF Residential and $2,504 for MF Residential (maximum defensible rate is $10,282 for SF and $5,008 for MF). The current TSDC is scheduled to expire at the end of 2017. HBA is working with other key stakeholders on some concerns with the new methodology the City is using, which bares many similarities to the approach used on their Parks SDC.
