After recently deciding to phase in and delay implementation on their upcoming TSDC increase, Lake Oswego City Council has also decided to discount the rates to 30% of the maximum defensible for multifamily and commercial development.
Back in February, HBA testified before the Lake Oswego City Council that their new Transportation System Development Charge (SDC) methodology, meant to go into effect on July, 1 2017, should have a delayed implementation date and a phasing in of the new rate. On June 20, the Lake Oswego City Council voted to delay implementation of the SDC fee to January 1, 2018. HBA is encouraged that the City Council recently voted to incorporate these changes into their TSDC implementation. This was originally done to give staff more time to address Council concerns about the Transportation SDC rates.

Since then, HBA staff has learned that the City Council also plans to discount the rate for both multifamily and commercial development to 30% of the original maximum defensible. The multifamily TSDC will be discounted to $3,046 and the commercial rate will have a variety of different rates depending on the land use. The City Council is planning on considering these updates in September or October. HBA will update members once those numbers become available.
