Help us help you. HBA staff is seeking ledgers or invoices from builders in specific jurisdictions to compile and compare the cost of housing throughout the Metro region.
HBA staff recently began work on a project that creates a snapshot of all development and building related expenses associated with building a house in the Portland Metropolitan Area. We have a building (vertical construction) related profile for 4 jurisdictions at this time, but our goal is to create a profile for each community that can be updated annually. We believe having a complete profile of expenses for a city available when considering the purchase of a lot or property will be a powerful tool for all of our members to reference and utilize.
In order to do this, we need your help. The data derived from your incurred expenses in these jurisdictions will help our staff more accurately depict the impact of government regulation on affordability. We are seeking from membership an accounting (can be the ledger or invoices provided to you from the jurisdiction) of the expenses you are being charged from initial planning approval all the way through final construction of the home. Your information will be kept confidential and only the numbers will be used to create the profile for a specific community.
To start, we are looking for this information for the following Cities and Counties:

We intend to do additional profiles for cities and counties in our area, but we are going to start with these. We also will do a separate profile for Expansion Areas as their expenses are very different from a normal city or county charge.
