At a recent policy session, the Gresham City Council discussed their proposed methodology for updating their Transportation System Development Charge, including potential charge amounts. This document will soon be released to the public and HBA staff will review and provide feedback.
As we previously reported, the City of Gresham is conducting a periodic update to their system development charges. On February 14, HBA staff attended the Gresham City Council policy session on their proposal to update their Transportation System Development Charges (TSDC). City staff presented their proposed SDC methodology updates including:
- Keep area-specific application
- Update to 2017 projects and costs
- Use simple SDC rate table based on building size instead of trip calculation from ITE manual
- Add a reimbursement component
- Develop robust financing/deferral tool s for highly desired developments
The updated SDC amounts presented to the Council during the policy session were:

Gresham City staff is now incorporating feedback from the City Council into the methodology and will release the document soon to the public. HBA staff will review the methodology and provide feedback as necessary. The City of Gresham has scheduled a hearing and possible council adoption of the methodology for May 16. HBA will continue to be engaged on the issue and keep members apprised on any updates.
