HBA staff has worked closely with the City of Happy Valley as they implement increases to two SDC charges.
The City of Happy Valley is currently reviewing two of its System Development Charges and will have wrapped up both processes by the end of this week. The HBA has been in close contact with city staff through the process and was successful in advising an implementation date of January 1 to ease the burden on builders currently in the plan review process. The city is currently going through administrative changes in two respects as it has seceded from the North Clackamas County Parks in addition to dissolving the joint Clackamas County-Happy Valley Transportation SDC collection regions. The city has been updating these charges in parallel with Clackamas County as they update their own Transportation SDC. The Happy Valley Transportation SDC is currently at $7,682 and the proposed increase is to $8,710 – a difference of $1,028. The Happy Valley Parks SDC is currently at $6,075 and the proposed increase is to $7,000 – a difference of $925. HBA is reviewing the methodology and will continue to engage with Happy Valley throughout their process.
