In collaboration with HBA and other stakeholders, TSDCs approved by the Clackamas County Board of Commissioners will apply to development permits submitted on or after Jan. 1, 2018.
The HBA and its members played a large role the formulation and implementation of an equitable residential TSDC rate update. Specifically preventing the rate from jumping up an additional $1000 by using a formula that captured vehicle trips and a specific time of day as opposed to trips taken throughout the day. We also were able to work with staff to keep the project list down to a ten year window, keeping the cost increase at a reasonable minimum.
The updates in the revised TSDCs include:
- Consolidation of rates by merging similar land uses to streamline and simplify the program, reducing the number of rates from 88 to 50
- Dissolution of the joint County/City of Happy Valley TSDC district; the City of Happy Valley now has its own separate TSDC district
- Updating the list of projects eligible for TSDC funding, based on the County’s updated Transportation System Plan and updated criteria.
