In a positive first step toward improvement, Commissioner Eudaly shakes up leadership at Portland’s Bureau of Development Services.
Portland’s Bureau of Development Services (BDS) will see a change in leadership as Rebecca Esau was named interim director replacing Paul Scarlett. The decision to change leadership at BDS was made Commissioner Chloe Eudaly (who oversees the bureau), noting the agency would benefit from new leadership. The lack of timeliness and certainty in the permitting process have plagued the Bureau, and addressing those issues had been a stated goal of the Commissioner and Mayor Wheeler. Recognizing the issues at BDS have been a source of frustration for the HBA and the development community at large, these concerns were outlined in a series of meetings with both the Mayor’s and Commissioner’s Offices before and after taking office. The recent move to appoint Esau is a positive first-step in trying to improve the disarray that has plagued the bureau over the years.
